Dear Albany Community,
Are you familiar with Fred Korematsu? Here’s your chance—Albany High School’s Asian American Pacific Islander (AAPI) Youth Rising group created a marvelous slideshow about this remarkable local leader.
When Mr. Korematsu refused to voluntarily go to an internment camp during World War II, he was arrested and interred forcibly. Immediately after the war, he took his case to the U.S. Supreme Court, proposing that it was unconstitutional to deprive U.S. citizens of their freedom, but his case was defeated. Mr. Korematsu’s case was reopened in 1983 and his conviction overturned. In 1998 he received the Presidential Medal of Freedom. Now, California recognizes January 30 as Fred Korematsu Day of Civil Liberties and the Constitution.
AAPI Youth Rising members will be visiting Albany elementary schools on January 30 to share this slideshow with some 4th and 5th grade classrooms, and to donate related books to their libraries. I appreciate our students' efforts in documenting and promoting knowledge of Mr. Korematsu, and how, at the end of their slideshow, they thanked their teachers for teaching Asian American history and anti-racism.
Governor’s Budget
Governor Newsom released his projected state budget for 2024–25, and it was not good news. Rather than the Cost of Living Adjustment (COLA) of 3.95% that had been the assumption included in the state’s 2023–24 budget, he announced a 0.76% COLA. The state budget will not be finalized until June 2024, and there will be a revision published mid-May. But the bottom line, which is unlikely to change greatly, is that the funding Albany schools receive from the state, through the Local Control Funding Formula (LCFF), will be less than expected.
Any reduction in the COLA, and certainly this proposed decrease of over 3%, will increase the $2.5 million deficit that AUSD is experiencing. Our District has relied for decades on local funding initiatives that bypass the state’s budget system, cannot be taken away by the state, and constitute 11% of our total revenue. AUSD has parcel tax Measure J, which provides $4.5 million in reliable funding, but some of which is at risk as Golden Gate Fields closes. Parcel tax Measure B, which would be replaced by Measure G, if it is approved by Albany voters in the March 5, 2024 primary election, currently provides $2.4 million. These dollars allow the District to run programs and hire highly qualified staff that would not be possible on LCFF funding from the state. As our principals explained last week, Albany schools get less than the average funding through LCFF, which leads us to rely on other funding sources to maintain the excellence of Albany schools.
Measure G is on the March 5, 2024 Presidential Primary Ballot. For more information about the election or to register to vote, please visit www.acvote.org. All registered voters in Albany will be receiving mail-in ballots for the election in early February.
